Help America Vote Act

The United States Congress passed election reform legislation, the Help America Vote Act of 2002 (HAVA). This new law requires broad changes to the way Vermont conducts its elections. Most notably HAVA mandates the adoption of a statewide voter checklist, the acceptance of provisional ballots, the purchase of voting machines for every community that allow individuals with disabilities to vote privately and independently. It mandates extensive poll worker and voter education programs, and requires new voters to show identification when they register or vote. Vermont will be receiving five million dollars to assist the state and municipalities in meeting the new federal mandates. There are two grant programs available.

We are pleased to announce the 2008 Request for Proposals (RFP). Funding from the Help America Vote Act (HAVA) will provide two grant opportunities to improve the administration of and access to elections in Vermont.

Municipal Voting Access for Individuals with Disabilities (VOTE)

The first grant program, Municipal Voting Access for Individuals with Disabilities (VOTE), is intended to help ensure that individuals with disabilities have access to polling places and may vote privately and independently. Funding will be available to municipalities. There are two activities that are eligible for funding:

  • 1. Polling Place Accessibility: Municipalities may apply to receive funds to ensure that their polling facility is accessible to individuals with a full range of disabilities. This may include activities such as paving parking areas, building ramps inside/outside buildings, building curb cuts, and replacing door knobs with lever handles.


  • 2. Ensuring Private and Independent Voting Opportunities: Grants may be awarded to assist municipalities in obtaining auxiliary aids or technology to permit individuals with a full range of disabilities to vote privately and independently.


  • The Request for Proposals (RFP) will be issued on April 16, 2008. It will be posted at: HAVA RFP for Municipalities 2008 It includes the application forms. Upon request to Linda Hall (802-828-0586 or lhall@sec.state.vt.us), a paper copy will be sent. Applications are due May 28, 2008. The grant period runs from July 1, 2008 to December 31, 2008.

    Educational Grants - Voting Access for Individuals with Disabilities (VOTE)

    The second grant program, Educational Grants-Voting Access for Individuals with Disabilities (VOTE), is targeted to organizations that provide services to individuals with disabilities. It is intended to increase voter registration and turnout for individuals with disabilities to the same level as the general population.

    The two activities to be funded are:

    1. Election Official Training Grants may be awarded for the development of written, audio and visual materials that will be used to train local and State election officials, poll workers, and election volunteers on how best to promote the access and participation of individuals with the full range of disabilities in elections for federal office. Grants will also be awarded to support the presentation of statewide election official training.

    2. Information for Individuals with Disabilities Grants may be awarded for the development of written, audio and visual materials intended to provide individuals with the full range of disabilities with information about the accessibility of polling places and to promote voting by these individuals.
