STEVEN JAMES HOWARD of Rutland, Rutland County, Democrat, was born in Burlington VT, in 1971 and has been a resident of Rutland City since 1998. Occupation: political and communications consultant. He was educated at Mt. St. Joseph Academy, Rutland Vermont, and Boston College, Chestnut Hill, M.A., B.A. 1993. Member of the House: 1993-1998, 2005-2006, 2007-2008, 2009-2010. He is the co-chair of the Southwest Chapter of Rutland’s United Neighborhoods, a board member of Rutland’s United Neighborhoods, and The Caroline Fund . He is not married.
