KATHLEEN C. KEENAN of St. Albans City, Franklin County, Democrat, was born in Burlington, Vermont, on May 7, 1940. Occupation: registered nurse, emergency room, Northwestern Medical Center, St. Albans. She was educated in St. Albans, Vermont; graduated from St. Mary’s High School, St. Albans, the Jeanne Mance School of Nursing in Burlington, Vermont, (Diploma, 1963); and from the University of Vermont for the Family Nurse Practitioner Program, 1976. She has three sons, five daughters and 13 grandchildren. Former member of: Hinesburg Democratic committee, chair; St. Albans City Teacher-Parent Organization Board, president, public relations; Vermont State Employees Association, council member, legislative committee; Franklin/Grand Isle United Way, allocations committee, team leader, board of directors; Lund Family Center, board member; Champlain Valley Office of Economic Opportunity; Telecommunications Technology Council; Vermont Economic Progress Council; Vermont Interactive Television Coordinating Council, 1994-2001. Present member: Vermont Commission on International Trade & State Sovereignty, 2006; Business & Professional Women, 1998-present; National Conference of Insurance Legislators past president, executive committee; Special NCSL Task Force on Insurance Regulation, 2002-2004; Human Resource Investment Council, 1999-present; Emergency Nurses Association, 1989-; Emergency Nurses Cancel Alcohol Related Emergencies, 1995-; St. Albans City and Franklin County Democratic committees. Former member - Council of State Government Eastern Regional Committee, 1999-2000; Member of the House: 1989 (seated April 11, 1989), 1991-92, 1993-94, 1995-96, 1997-98, 1999-2000, 2001-2002, 2003-2004, 2005-2006, 2007-2008, 2009-2010.     JEFFREY "JEFF" E. YOUNG    


JEFFREY "JEFF" E. YOUNG of Saint Albans City, Franklin County (Franklin -3 District), Democrat. Born and grew up in Old Town, Maine. Married to Jan Keith, 4 grown children and one 12 yr old at home. Graduated from the University of Maine with a B.A. in History in 1976. Joined the US Immigration and Naturalization Service in 1978 in Dallas, TX. In Dallas, served as Regional V-P of southern states for the Council representing INS employees as part of the American Federation of Government Employees (AFGE). Transferred to Miami, FL in 1985 as Deferred Inspection Officer overseeing the exclusion process for the Miami District. Also served as liaison to consulates in Miami, Director of Employee Assistance, Quality Improvement supervisor and an operations supervisor at Miami International Airport. Transferred to St Albans, Vermont in 1995 to the Vermont Service Center as an adjudications Officer. In 1998-2004 President of the VT INS employees union (AFGE) serving over 2000 employees. Has also served as Legislative Affairs National V-P working on immigration and federal personnel legislation. Has worked on several national working groups on telecommuting, contracting out, quality control and employee evaluation. Also participated in several national union contract negotiations and as an arbitration specialist. Young is retired from the Department of Homeland Security and owns his own business as a practicing Master Gardener. Has served the City as Park Chairman, tree warden, board of the United Way, Rotary Club, guardian ad litem and facilitates extension courses on gardening and urban forestry.
