WILLIAM J. LIPPERT, JR.
of Hinesburg, Chittenden County, Democrat, was born in Port Trevorton, Pennsylvania, on January 18, 1950. His civil union partner is Enrique S. Peredo, Jr., of Toto, Guam. Educated at Williamsport High School, Williamsport, Pennsylvania; Earlham College, Richmond, Indiana (B.A., History, 1972); Antioch University New England, Keene, New Hampshire (M.A., Counseling Psychology, 1979); John F. Kennedy School of Government, Harvard University - Senior Executives in State & Local Government (2007). From 1973-1996 employed by the Counseling Service of Addison County, serving as executive director, 1984-1996. In 1992 founded Samara Foundation of Vermont, where he was employed from 1997- 2007. Served on the boards of VT CARES, Addison County Battered Women’s Project, founding board Outright Vermont. Member Lewis Creek Association. Elected Hinesburg Justice of the Peace. Served on numerous legislative study committees including civil rights enforcement , future corrections policy, Vermont’s mental health system. Judicial Retention Committee (1995-2000, Chair 2005-2006); Administrative Rules Committee (1997-2000; Chair 1998-2000). Member of the House: 1994 (seated April 13, 1994), 1995-96, 1997-98, 1999-2000 (Judiciary, Vice Chair), 2001-2002, 2003-2004, 2005-2006 & 2007-2008 Chair of House Judiciary Committee.
