JAMES R. FITZGERALD of St. Albans City, Franklin County, Democrat, was born on August 13, 1939 in Sheldon, Vermont, and became a resident of St. Albans in early 1944. He was educated in St. Albans schools and attended Niagara University for a short period of time. He worked for a long period of time for the Central Vermont Railway and also served the Town of Milton Vermont as their Town Manager. Mr. Fitzgerald also served Bellows Free Academy in St. Albans as the business manager. Jim and his wife Esther were married in 1958 and have two daughters. Jim is a former member of the Vermont House, a former member of the St. Albans City Council, and former Mayor of St. Albans. He also served two terms as a trustee of Bellows Free Academy. Mr. Fitzgerald also served as chairman of a study committee for the purpose of advising the citizens of St. Albans City and St. Albans Town if they should vote to change the status of Bellows Free Academy from private to a public school. FRANKLIN-3 KATHLEEN C. KEENAN KATHLEEN C. KEENAN of St. Albans City, Franklin County, Democrat, was born in Burlington, Vermont, on May 7, 1940.
