ORANGE-1 PHILIP C. WINTERS PHILIP C. WINTERS of Williamstown, Orange County, Republican, was born in Barre, Vermont, on April 8, 1937. He is a lifelong resident of Williamstown. He was a dairy farmer for 27 years and worked for the UVM Extension System for 7 years. He was educated in Williamstown elementary and secondary schools and is a veteran of the U.S. Army. He is married to the former Yvonne M. Lanctot, and they have two daughters and one son. He was former school board member, selectboard member and lister for the Town of Williamstown. He is a member of the Orange County Farm Bureau, board of directors and a former member of various farm organizations. Presently a member of the Northfield County Club grounds crew.
